纪录片分为五部分。开篇剖析冰岛如何在2000年大幅放松金融监管并私有化银行业。随着雷曼兄弟破产与美国国际集团（AIG）崩盘，冰岛乃至全球陷入经济衰退。2005年美联储杰克逊霍尔年会上，时任国际货币基金组织（IMF）首席经济学家的拉古拉姆·拉詹警告金融系统风险加剧，并提出降低风险的政策建议。
时任美国财长劳伦斯·萨默斯却称这些警告“荒谬”，并嘲讽拉詹是“卢德分子”（反技术进步者）。然而，2007-2008年金融危机后，拉詹的预言被视为先见之明，他也成为本片的重要受访者。
